On my Android 11 phone if I set the ringtone then the setting is lost
if the phone is turned off. It reverts to the default ringtone. How
can I make my choice of ringtone permanent?

I noticed a similar problem today. I have had a ppersonally recorded
outgoing message for years, but it changed to just a lot of silence and
then my phone number. My message appeared to have been deleted, but
after running around in circles I found it, reset it to be the message,
and it worked once, but the next time it was back to my phone number.

Well maybe they are not so similar, mine might be the fault of the
cellular company and yours seems more like the phone. If so, sorry.

Mint Mobile, Xiaomi Redmi Note 6 Pro, Android 11.

Something is odd there. You are the first I've ever heard of ringtone
settings not being permanent. Have you done some kind of modification
to the OS or the phone app on your phone?

No, it's very close to standard 'as installed' Android 11. It's an
Umidigi Bison which has a very unmodified Android 11 installation.
I have very few added apps, maybe four or five only.

When I say 'turned off' I mean powered down completely, not just 'off'
with no display. It also powers down itself occasionally when I
forget to keep it charged (I just don't use it very much).

I'll have to check that it really is the power down that causes the
ringtone to revert to default but it certainly feels like it.
Whatever, **something** is making it lose my ringtone setting.
